It is useless for the Memorialists to say that they were willing to make any alterations or repairs the Committee required, when, what in most cases was needed was, that sufficient light and ventilation should be provided and, as that was in many cases structurally impossible, that land -lords should impose limits on the numbers of occupants and reduce their rents in proportion. Many letters were certainly left unanswered tecluse it would have been useless and only lead to irrelevant discussion to reply. Owners knew precisely what was required and why, but were unwilling to comply.

The Memorialists make it a subject of complaint that there was great inequality of treatment; that the General Post Office, the Land Office, and other Government buildings, as well as numerous business office and stores in the centre of the city, were cleaned and disinfected and at once given up to their owners or occupiers. Perfectly true. The majority of the buildings dealt with ty the Committee and its officers were cleaned disinfected and given up, but they were all of the class referred to in section 9 of the Bye-Laws of the 10th May 1894; they were such as could te thoroughly gleaned disinfected and cleaned and so made safe.
